P a g e | 59 State DOTs (SDOTs) have begun collecting EPDs from paving materials manufacturers and contractors. Recent pronouncements from FHWA suggest they are preparing the industry for EPDs to become standard for federal contracts and eligibility for federal programs released through the SDOTs, including the Investment in Infrastructure and Jobs Act of 2021 (IIJA) and the Inflation Reduction Act of 2022 (IRA) . The FAST Act would be affected. Some states are moving faster with EPDs than others. EPDs also are called Type III Environmental Declarations and are essentially product labels developed by industry verticals in accordance with the International Organization for Standardization (ISO) Standard 14025 – Environmental Labels and Declarations .
